Immediately after the monthly Council Meeting on 2 December 2016, the first Municipal Planning Tribunal (MPT) meeting of Overstrand Municipality, will be held. This Tribunal will be responsible for taking decisions on assigned planning applications in future.

This Municipal Planning Tribunal will have an effect on all property within the Overstrand and will change the Municipality’s property, planning and development environment.  It also proposes a more technical approach to enforcement of land use, building and development regulations.

The Constitution, however, asserts that municipal planning matters are the responsibility of local government. This means that all land use, development, rezoning and other town planning applications now become a function of the Municipality and will reduce red tape.

By implication this means that a municipality has to legislate and adopt by-laws to regulate municipal planning matters to give effect to the requirements set out in the Spatial Planning and Land Use Management Act (SPLUMA). The new Municipal Land Use Planning By-law for Overstrand came into effect  in February 2016.

The tribunal will consist of the following members: Municipal Manager, Coenie Groenewald, Director of Infrastructure and Planning, Stephen Müller, Director of Local Development & Tourism, Solomzi Madikane, Director of Community Services,  Roderick  Williams,  and  a member of the Provincial Government.
